Catching up: Georgetown Mall owner pays 2008 property taxes; plans proceeding for Packard Square

By Paula Gardner

The threat of tax foreclosure for the closed Georgetown Mall is not an issue this year, after the property owner paid an outstanding tax bill from 2008.

Craig Schubiner and partners have submitted site plans to redevelop the property at 2502 Packard in Ann Arbor into a mix of apartments and retail space called Packard Square.

Those plans will be discussed at the Ann Arbor Planning Commission on Tuesday, March 15.

But officials have said that Schubiner - who is seeking tax breaks - must pay back property taxes before the project can proceed.

The property had been headed toward tax foreclosure in 2010 after a complicated series of deferrals, litigation and lending changes resulted in a $517,569 payment to Washtenaw County to clear the back taxes for 2006 and 2007.

County records show that 2008 taxes on the property were paid, including the base tax of $136,484. The total payment was not available from staff in the treasurer's office.

That payment leaves an outstanding deb of $173,808.71 as of March 1 for unpaid 2009 taxes. Data on the property's 2010 tax debt will be available later this month.

This is indeed a positive step. I am not a resident of the area but almost anything would be better than what is there now! And It appears this proposed project should be welcomed by the residents of the area. If not they should put there own money towards what they want!

As a resident of that area, I would like to see housing built that caters spacifically to female college students... Or possibly a compound of sorrority houses, with a couple bars to accomodate their needs.

This site could sure use a quality redevelopment. I hope things work out for all concerned.

Our understanding is that the plans and official votes on the project can proceed - but there will be a condition in the development agreement that before any site work/construction can occur, the back taxes will have to be paid.

Paula, are you saying that the 2009 and 2010 property taxes must be paid before the city proceeds with site plan review? Or can the owner proceed with his 2008 taxes having been paid?
