City Place developer to unveil revised PUD plan tonight

Ann Arbor residents are invited to get a sneak peak tonight of a revised plan for City Place, a proposed apartment complex project on South Fifth Avenue that could include demolishing seven century-old homes.

Alex de Parry, president of Fifth Avenue Communities and Ann Arbor Builders Inc., said tonight's "neighborhood meeting" will be held at Conor O'Neill's Irish Pub, 318 S. Main St., starting at 5:30 p.m.

John Dziurman, a noted preservation architect from Rochester Hills, is expected to attend on the developer's behalf and make a presentation of a revised street scape plan for City Place, according to de Parry.

De Parry said the Planned Unit Development proposal - entirely different from a by-right site plan that was approved by the City Council last month - "has evolved dramatically."

He said tonight's meeting will be informative and encouraged residents to attend and offer feedback.

City officials admitted they were stunned in September when de Parry pushed forward with his by-right site plan for City Place. They expected him to continue to revise his PUD and come back before the City Council in January.

City officials said they aren't happy with the by-right plan but approved it out of necessity because it conforms with the city's zoning ordinance.

The City Council recently formed a historic district study committee that is working to determine the historic significance of the Germantown neighborhood where de Parry proposes building City Place. If the area is granted historic district status, it could put up roadblocks for the developer's proposal.

The committee met recently and has divided up properties within the two-block study area to begin researching their history. A moratorium on development and demolition in that area is in place until the committee's work is done.
