Convicted child molester from Ypsilanti Township accused of sexually assaulting girls

By Lee Higgins

A man who spent 13 years in prison after a 1993 conviction for molesting three young girls at his Ann Arbor home was arrested Monday after Washtenaw County sheriff’s deputies say he sexually assaulted two teenage girls.

James John Waxman, 48, of Ypsilanti Township, is charged with seven counts of first-degree criminal sexual conduct, deputies said.

He was arraigned this afternoon at the Washtenaw County Jail and is being held without bail, investigators said. If convicted, he could spend the rest of his life in prison.

Waxman was arrested about 3:30 p.m. Monday at the towing company where he works, said Derrick Jackson, the sheriff department’s director of community engagement.

Deputies say Waxman knows the families of the 13-year-old victims and at least one assault occurred at his Leforge Road home, where he is registered as a sex offender.

Some of the victims' family members reported the assaults to investigators in late February, Jackson said. At least one incident occurred a couple weeks earlier, Jackson said.

Deputies are releasing few details about the allegations, but say they don't anticipate additional charges.

Waxman served his prison term after a Washtenaw County jury convicted him in November 1993 of six counts of second-degree criminal sexual conduct.

In that case, court records show Waxman molested three girls, ages 6 to 9, at his home on the city's south side, where his wife ran a part-time day care.

Waxman helped his wife watch the children, molesting one of the girls while her mother was in the hospital, records show. At the time, he was working at a real estate company and had no criminal record. According to court records, Waxman has at least two children.

He's been out of prison since Nov. 10, 2006, Michigan Department of Corrections records show.

Waxman is listed on the Michigan Public Sex Offender Registry website as being compliant with the registry's requirements.

Just because this happened in Ypsi doesn't mean it shouldn't be reported on Annarbor.com. People in AA need to be just as educated and what if someone in AA has a kid and they go to Ypsi often and came in contact with this monster? It is just better to know than to be ignorant. It shocks me that he works with the public and also works so close to a school. So the law only says one can not live near a school or playground....I would think that working close by is just as dangerous for our children. This is such a shame and I feel so sorry for the children and the family's involved because this will forever change all of their lives. Not to mention the child now has to go on in front of a court room of people and explain what happened and in a way relive every moment. This is so tragic and my heart goes out to everyone involved past and present.

I am a survivor of incest. I believe peds. should have their fore heads branded with a big P, be implanted with a GPS device that would explode if they tried to remove it, and be physically castrated. Any sexual abuse of a young child leaves damage. Because of my early childhood abuse, I have been date raped in high school. I also suffer from PTSD, and depression to this day. You can say I have no tolerance for men or women that steal their victims childhood and adult life. Victims learn to survive but the healing takes a life time, even with therapy.

According to the corrections officers' union, men convicted of criminal sexual conduct often behave as model prisoners, so when they come up for parole consideration, they may be deemed a lower risk than other inmates. Meanwhile, Michigan's budget plight is forcing reduction of the prison population and allowing the release of more sex offenders. Assurances that each case is carefully reviewed aren't very comforting to victims and their families. The bottom line here is money. If citizens want a safer community, they must expect to pay to keep offenders incarcerated.

He should have served more time for the first offense. Second degree CSC is a 15 yr max. Here we have an offender who served only ten years for six incidents involving very young children. I think the law should be amended to increase 2nd 3rd and 4th degree CSC penalties when the offenses involve children victims.

That this man was able to work so close to a school where he had access to children is just mind boggling. Where were the people who are supposed to monitor him? Or was he just told to 'register' and then set free after serving time for his previous convctions? According to the article he molested at least one of the young teens at his home - where he is registered as a sex offender. Maybe I'm just a bit over protective - but I do check the sex offender data bases so that I know who and where these people are in my community (and especially in my neighborood). I would also be very concerned if my 13 year old daughter (or son) seemed to be hanging around an adult on a regular basis. Chemical castration is not always as much of a deterrant as some might believe, it only prevents 'sexual' gratification - those that commit crimes that are sexual in nature but more for the power and control exerted over a victim will continue to commit these types of crimes because it's not solely about the sex act - it's about the use of power and control. The sex act is secondary and need not be fulfilled to achieve the gratification. I would hope that if he is found guilty AGAIN - he will be placed in custody permanently - so that he can no longer victimize children.

I don't much care where the perpetrator of child molestation lives or was arrested. I think that it should be front page news every time. Child molesters should be dealt with swiftly, surely and with ultimate consideration to the victims.

Yes, pedophiles should be put away for good. But I was saddened to see another Ypsi crime report as the headliner on A2.com. Couldn't this have been put at the bottom of the first page? Surely there was a more positive news event that could have earned this position.

Recidivism rates of treated sex offenders is lower than non-treated sex offenders, but nonetheless, the recidivism rates are too high. See http://www.csom.org/pubs/recidsexof.html If convicted, this man should receive a life sentence. He is a menace to our communities.

I have an idea to save tax payer some money, let me visit him and interview him. He might confess, what if this was your daughter?

1st Degree CSC can carry a life sentance. I hope the prosecutor does not make a deal and puts this monster away for good.

I had to read this story twice to understand the daycare bit, which shocked me as much as the first poster here. The daycare thing was the original crime, he wasn't a registered sex offender before those events, so it's not as if a *known* predator was hanging around a daycare. Still, very scary...

no amount of counseling or behavior modification can fix pedophiles. So let's can the psychobabble. They are what they are. Recognizing that they need to be put somewhere where they can never damage a young person's life ever again. I feel sadness and pity for the victims and anger towards the perpetrator.

This person has been arrested, not convicted, of these recent charges.
