Man accused of fondling Ann Arbor woman has prior sexual assault conviction

A man accused of grabbing a woman's buttocks Monday night on Ann Arbor's Old West Side was previously convicted of sexually assaulting a jogger in the city, court records show.

Jeremy Kenneth Bolen, 18, was arraigned Tuesday afternoon at the Washtenaw County Jail on a charge of fourth-degree criminal sexual conduct involving force or coercion.

Ann Arbor police said Bolen walked up behind a woman and grabbed her buttocks about 5:36 p.m. Monday near the intersection of 3rd and West Jefferson streets as she was walking to her home in the city. The 29-year-old victim flagged someone down and borrowed a cell phone to call police, investigators said. Bolen was arrested at his Ann Arbor home.

Court records show he was previously convicted of assault with intent to commit sexual penetration after an Aug. 20, 2009, attack on a jogger in the city. In that case, a 23-year-old graduate student at U-M was tackled as she was jogging about 8:40 p.m. on West Washington Street behind Slauson Middle School. Police said a boy attempted to take off the woman's jogging pants, but she bit one of his fingers and yelled at him, scaring him away.

Bolen is being held on a $10,000 bond, with the right to post 10 percent, jail officials said today. A preliminary hearing is scheduled for Oct. 5.

So, here we are 2 months after serial groper(s) victimized half a dozen women this summer. Police have come up with nothing, and by now the criminal(s) responsible for those crimes could be living far away. Knowing all this, the judge decides to let this PREVIOUSLY CONVICTED, serial sex offender walk out if he can come up with $1,000? Absolutely, unforgivably insane. I understand the consensus has been reached that this guy is not the summer assaulter, but what is the message? Come to A2, grope and brutalize women, then easily escape arrest for 2 months and/or go to jail and bail out with $1,000? Let's also note that in 2009, this guy was not convicted of copping a feel, but rather "assault with intent to commit sexual penetration." In other words, rape. And there's a good chance he'll be out by tomorrow. Thanks A2's finest!

Do you seriously think that this guy looks at all like any of the descriptions or pictures? No, not in other words rape, in other words attempted sexual assualt.

Statistically, most sexual assaults are committed by persons who were sexually assaulted as children. Reports indicate that 1 of every 4 girls is sexually assaulted before age 18 and 1 0f 6 boys. We need to do more to protect our children and to help them if they are assaulted.

That's the same logic as: Since dogs are 4 legged animals, all 4 legged animals are dogs. Because most perpetrators have been assaulted is not the same as saying that all victims of assault assault others (which is definitely not the case).

Could you print the name of the judge who deemed Bolen safe for unsupervised life on the mean streets of Ann Arbor two years ago? The responsibility for this incident lies squarely on this judge's shoulders, and I want to know that name so I can vote against it if I ever have the chance.

This young man would have been 16 two years ago. Juvenile records are not made public unless the person commits another crime later. He may not have been on the streets.

It seems like maybe we aren't giving the a2 police much credit here. They absolutely must have eliminated this troubled young man as a suspect in the other sexual assaults haunting the community. Otherwise I'm sure we would see a huge cash bond. I agree that it seems like it should be harder for this guy to hit the streets again than simply coming up with $1000 - but there must be zero doubt that he is responsible for any of the recent attacks. Especially since there is, without a doubt, some resemblance to the artists drawings of the suspect in those attacks. Please somebody tell me I have to be right. Right?

When the first article about this attack came out without naming this young man, there were a number of comments normalizing this behavior. One in particular made reference to this being commonplace in the area around Rick's. It amazes me that sexual asault is often nomalized. I believe that it contributes to the number of sexual assaults that happen.

I remember the attack in 2009. This kid needs some serious help and, in the meantime, should be put away. If not, in a year or so, you'll find that he ends up really hurting someone or killing them.

Reading this paper can be very confusing at times. Is the "boy" that police describe in the Aug. 20, 2009 attack Bolen? If it was, then why wasn't his name used to describe him instead of "a boy"? What was Bolen's sentence from that conviction from Aug 20, 2009? Did he serve the time? Doing simple math, he was out in two years time from a attack with intent to commit sexual penetration? And now he has attacked again? Though police have said that those previous attacks from the summer are not related to this most recent attack (presumably by Bolen), the pictures are not far off, given eye witness accounts are not totally reliable. Given the general area of the crimes and where Bolen lives isn't that great of a distance to reach by foot. With average looks and the short distance, going undetected by the general public on the street isn't surprising. Let me be clear, in now way am I suggesting that Bolen is the culprit of those summer attacks. I just hope that the A2 police department has throughly investigated these crimes, and maybe conducted DNA sample comparison's to be positive.
