Willie Collins was arraigned on charges of unarmed robbery; assaulting, resisting or obstructing a police officer; larceny from a vehicle; and stealing a financial transaction device for the incident reported at 2 a.m. Friday in the 1300 block of Chestnut Drive. Deputies said Collins was breaking into a vehicle in the parking lot when a man approached him and attempted to make him stop.
Collins is accused of assaulting the man and running away from the scene. The man gave deputies a detailed description, and the first deputy on the scene located Collins nearby, police said.
Deputies said they found a number of stolen items were found in Collins' possession after he was apprehended. Among the items were a GPS, bracelet, sunglasses, MP3 player and credit cards, deputies stated. Collins confessed to going into the unlocked car and stealing the items, deputies said.
He was arraigned Saturday at the Washtenaw County Jail. He was held there and given a $10,000 cash bond, according to deputies. He’s also been charged with violating his parole for an unarmed robbery conviction stemming from a 2007 incident.
Collins is scheduled to be in court for a preliminary exam at 8:30 a.m. Oct. 23, according to deputies.

This "gentlemen" was a "absoconder" from his parole since August of 2011, meaning that he was not reporting and in contact with his parole agent. Again, another situation of the Michigan parole board releasing an inmate at the conclusion of his minimum sentence. Is it any surprise that someone who is sent to prison for stealing, steals again when he gets out. He was likely stealing initially because he could not, or did not care to get a job. After getting a felony record, getting a job becomes tougher, so is it a surprise he continues to steal. If we are going to release young convicted thiefs from prison early, we need to offer them skills to help them when they get out, as well as close monitoring, which we do neither. We also continue to slap them on the wrist, not providing much reason to make a real effort to live a lawful life. Had he been in prison for 3-5 years the first time, he perhaps would have tried harder once he got out. Perhaps had he been given some good old fashioned discipline as a young teenager, he might have more respect for rules and society. But, oh yeah, spanking a 12-13 year old is bad for them, its better to slap them on the wrist and let them spend time in prison as an adult.

The most well-known and repeatedly-validated concept in human psychology: The best predictor of future behavior is past behavior. Thus, no one should be surprised at recidivism. On the other hand, I take issue with your implying that spanking in childhood keeps people out of prison. Indeed, there is evidence to the contrary. Spanking teaches that violence is an appropriate means to solving problems.

"After getting a felony record, getting a job becomes tougher, so is it a surprise he continues to steal." Getting a good paying job is tough with or without a prison record, but not impossible even with a prison record. I have a friend that spent 10 years inside the walls and makes over $200k now, which is way more then I make without a record, but my friend did the hard work and is now his living large as a result. He could have gone either way when he got out, but he learned his lesson and worked hard. I pat him on the back regularly for what he went though to get where he's at, not that he needs it, but I'm proud of him.
