Interesting to see this story follow the one about the Scarlett band teacher raising money to get lessons for her students. Private lessons drive these music programs and the high school directors simply select the top performers for the symphony bands and orchestras. The school takes credit for students that have had years of private music training. The kids that have only what the school offers have no chance of getting into the symphony program.
