Tennessee man charged with enticing Ann Arbor area minor

By Lee Higgins

A Tennessee man was charged today with enticing a 14-year-old Ann Arbor area girl to text him sexually explicit photographs and videos of herself, a federal criminal complaint says.

Ray Lebron Davis, 28, of Henderson, is charged with enticing a minor to engage in sexually explicit conduct to produce a visual depiction, according to the complaint filed this afternoon in federal court in Detroit.

Pittsfield Township police have been investigating a report that Davis had sex with the girl sometime around Thanksgiving, records show. Gordy Schick, the township's deputy director of police services, could not immediately be reached for comment tonight.

Davis is at the Madison County Criminal Justice Complex in Jackson, Tenn., jail officials said. It’s unclear whether he's hired attorney for the new charge.

He's been in custody since Jan. 14, when he was arrested by Jackson police on charges of sexual exploitation of a minor and contributing to the delinquency of a minor.

Those charges have been dismissed in favor of federal prosecution, said Jackson police Investigator Danielle Jones. If convicted, Davis faces a minimum of 15 years in prison.

Gina Balaya, a spokeswoman for the U.S. Attorney’s office in Detroit, did not immediately return a phone call seeking comment this afternoon.

The victim told investigators Davis began asking for pictures of her in June 2009, according to an affidavit by U.S. Secret Service Special Agent Jay Donaldson.

She sent Davis more than 20 pictures of herself, the affidavit says, including about 10 of her genitalia. In return, he sent pictures of his genitalia, records show.

Davis told her "I need pictures” and “let me see your breasts,” she told investigators, the affidavit says. She responded, “No. You could show people or use them if anything ever happened," the affidavit says.

He said he "wouldn't do that," documents say. Davis also told her when she turns 18, “he is going to move her to Tennessee; they are going to get married and have two kids,” the affidavit says.

Jackson police executed a search warrant on Davis’ phone, recovering a text message exchange, records show.

In a Dec. 21, 2009, text to the girl, he wrote, "Vdo plz," the affidavit says. She wrote back, "of me doing what baby." He replied, "anything."

According to the affidavit, Davis told Investigator Jones he knew the victim and "acknowledged that she is 14 or 15 years old." During another interview, he said, "if you were to look at her she doesn't look 14," the affidavit says.

The investigation began after Davis was sentenced to 20 days in jail Dec. 28 after being arrested by Jackson police on motor vehicle violations, records show.

Prior to being taken into custody, he gave his cell phone to his girlfriend, who found the images, records show. His mother got the phone from his girlfriend and turned it over to Jackson police, the affidavit says.

The Secret Service agent who is working on the case is assigned to the Internet Crimes Against Children Task Force.

Davis is expected to be arrested on the complaint today, authorities said.

"What I would like to see is some sort of automatic "CC" for a child's cell phone such that every message he/she sends or receives, a copy is forwarded to the parent's email address." Wow...fun growing up in your house.

What I would like to see is some sort of automatic "CC" for a child's cell phone such that every message he/she sends or receives, a copy is forwarded to the parent's email address. That would cut down on a lot of this if the parent could monitor in real time what their children are up to.

Good for Mom for turning in her scuzzball son. This is the sort of creep the courts should be going after, not 17 year olds who have sex with their almost-16-year-old girlfriends.
