Ypsilanti City Council gives city manager, city clerk high ratings in review

The Ypsilanti City Council gave high marks in its evaluation of City Manager Ed Koryzno and City Clerk Fances McMullan.

Koryzno received a score of 4.07 out of a possible 5, while McMullan scored 4.41 out of 5.

Council members were asked to rate the employees on multiple items concerning judgment, decision-making, organization, job performance, goal achievement and interpersonal skills. Each skill was rated on a scale of 1 to 5, and an average was determined. The averages from each of the roughly 40 skills were then calculated to arrive at an overall average.

A favorable review would normally result in a raise, but council members voted not to offer any pay increases due to the economy.

Council Member Bill Nickels said McMullan and Koryzno are the best clerk and city manager he's worked with. He said the city manager's office had previously been "a revolving door."

"It's evidence of that job that he has done that he has been here so long," Nickels said of Koryzno, who has been city manager for 14 years.

Nickels offered similar praise for McMullan, and several other council members commended her for the improvements they say they've seen in the office over the last four years.

Each report provided reasons for low and high ratings on certain skills, although responses were anonymous. One council member questioned Koryzno's handling of the Thompson Block. The comment said he delayed filing for a court case despite a council directive and called the entire process "botched." Other comments expressed concerned that the finance department got budget numbers wrong multiple times.

Council members said they were pleased with Koryzno's understanding of the difference between policy and administrative decisions and lauded his effective handling of his duties, despite strained resources.

Council members praised McMullan for her handling of the elections and interpersonal skills.

Wait, elected representatives independently and objectively reviewing the performance of the hired staff? As a resident of Ann Arbor, I'm puzzled by this concept. I thought the people's reps were supposed to just listen nicely and vote the way the manager tells them to. Oh, and insult the intelligence of any citizen who disagrees with them.

Both Koryzno and McMullan are true professionals in expertise and demeanor. Like many of us, they're doing good work in increasingly challenging circumstances. I'm glad to see council recognize this and look forward to a time when their raise (again, like many of us) better reflects the value of their contributions.
