Plan to consolidate Scio and Dexter fire departments moving forward

The Village of Dexter and Scio and Dexter townships have approved a resolution that represents the next step in combining the Scio Township Fire Department and the Dexter Area Fire Department.

The Webster Township Board is expected to consider the resolution March 15, its next regular meeting.

Currently, both departments are operated with full-time and paid-on-call firefighters.

The Dexter and Dexter Township boards unanimously approved the resolution, as did six of the seven Scio Township Board members who were in attendance at its recent board meeting.

Representatives from the four municipalities have been meeting since September 2009 and last month seemed to have reached a consensus opinion that having a consolidated fire department would improve service and reduce overall costs for fire protection.

The resolution “supports the regionalization effort and encourages the regional fire committee to move forward with the process with the understanding that an agreement to formally join the current fire department will require further action by the governing body of each community,” Dexter Village President Shawn Keough said in late January.

Scio Township firefighters are responsible for the 34-square-mile township west of Ann Arbor, operating from a fire station on Zeeb Road. The Dexter Area Fire Department protects all of the Village of Dexter, all of Webster Township, 60 percent of Dexter Township, and 40 percent of Lima Township. Its main station is on Main Street in Dexter, and a new substation opened on North Territorial Road in Dexter Township in December.

Fire Chief Rick Royston of the Delhi Charter Township Fire Department, who addressed the group at the Jan. 31 joint meeting, said among the benefits of a regional department are more efficient use of equipment and staffing.

“It’s combining the strengths of two smaller departments to exceed anything you can do now as individual departments,” he said.

Currently, there are two fire chiefs, Carl Ferch in Scio and Loren Yates at the DAFD. Royston recommended one chief for a combined department that would translate into potential cost savings for centralized purchasing and testing of equipment.

He said a regional fire service would consolidate training expenses and standardized training methods, as well as increase competitiveness in grant opportunities because of a larger service area and more staff.

It’s estimated that the combined department would have about a $2 million fire budget.

In the proposed scenario, Dexter Township would pay about $300,000 or 15 percent, and Scio Township would pay about $1.2 million, or about 55 percent. Webster Township’s proposed amount would be about $342,000 or 17 percent, and Dexter Village’s share would be about $247,000 or 13 percent.

The proposed cost amounts were based on each municipality’s population, its state equalized value (with a 50 percent adjustment for open space), and the number of fire calls in the towns.

If the resolution is approved by all the municipalities, the committee would draft a transition plan for review and adoption.

Thank you Dextermom, no one seems to remember that the Scio fire station was originally built to be a Dexter fire station. This is the best thing that could happen to both of these departments. Response times will be shortened and staffing levels will be higher, which means better firefighter safety.

I pay a total of $2100 per yr in property taxes living in webster twp A good friend of mine lives in scio twp and has almost the same house as mine and pays in excess of $3500 per yr.

To zip the cat: I'm curious where you get the idea that taxes in Scio Township are "outta sight". I am now a Township Trustee and was on the Public Safety Committee that recommended the Public Safety millage that was overwhelmingly passed by Township residents in 2008. As a part of our research, we learned that Scio's taxes are the third lowest in the County. With respect to allowing Fire Fighters onto your property, close to 60% of STFD's runs are medical calls and less than 10% are structure fires. So, if you ever need to call upon the Fire Department, be it Scio's, Dexter's or a combination thereof, it will most likely be due to a medical emergency. I think you'll be very glad to see the Rescue team pull into your driveway regardless of the name on the truck or who is driving it. This makes perfect sense to me. How often do we hear about a fire call not being responded to early enough in our area - barns sometimes, but rarely homes. I know they do other responses, including plenty of false alarms probably, but keeping costs down is the key now. There seems to be good cooperation between neighboring departments for good responses. Dexter and Scio literally run into each other - great pairing.

The fire department operates as a seperate authority, zip. Should actually result in more immediate resources and some savings. Reduced revenues will likely force other consolidation efforts. For instance, how come 9-1-1 calls are answered in Chelsea, Saline, Milan, and Pittsfield twp? Think of the potential cost savings of a county-wide combined 9-1-1 center...Let the turf wars begin...

I think its the stupidest thing I have ever heard of. Who in there right mind wants anything to do with out of control mismanaged,outta sight taxes SCIO TOWNSHIP I guess my house will burn down as I won't have anything to do with them,they'll never set foot on my property. Dumb,really,really dumb idea
